GOC Policies and Guidelines

In addition to requirements under the Government Owned Corporations Act 1993, such as preparing a Statement of Corporate Intent (SCI), Corporate Plan, and Employment and Industrial Relations Plan, the following represents a list of other Queensland Government policies and guidelines that currently affect government owned corporations (GOCs).

On 8 October 2001, the Government determined that the general wages policy for the Queensland Public Sector would not apply to GOCs and that separate guidelines would be developed for GOCs. Guidelines have been advised to GOCs by shareholding Ministers.
Audit and Reporting Requirements for Government Owned Corporation Controlled Entities and Investments December 2001 pdf download (65 K) yes
This policy sets out audit and reporting requirements for entities in which GOCs exert control or maintain an ownership interest. It will ensure that all GOC-controlled entities are subject to audit by the Auditor-General.
Biannual Reporting: Guidelines for the Preparation of Interim Reports 1 July 2009 pdf download (280 K) yes
As part of a commitment to improve GOCs disclosures, the Queensland Government has approved the adoption of biannual reporting by GOCs. This reporting regime involves each GOC preparing an Interim Report each year outlining their performance for the six months to 31 December. These Interim Reports will complement the Annual Reports already prepared by each GOC. These Guidelines provide the detailed requirements for the preparation of the Interim Reports, which are to be published on the GOCs' websites by 28 February each year.
Code of Practice for GOC Financial Arrangements August 2009 pdf download (110 K) yes
This Code of Practice for GOCs outlines approval requirements and guidelines for entering into financial arrangements. The Code has been revised and includes revised competitive neutrality fee (CNF) arrangements. The new Code applies from 1 October 2009. However, certain aspects of the revised CNF arrangements will only apply from the date of each GOC's next reset. The Code applies to all GOCs and their subsidiaries (except for QIC Limited).
Code of Practice for the Building and Construction Industry August 2000 - view no
This Code of Practice establishes standards for matters such as Workplace Health and Safety, security of payment, employment and industrial relations. Cabinet decided that all GOCs should comply with the Code. All corporations were notified of their obligations by shareholding Ministers, under Section 114 provisions of the GOC Act and GOCs are asked to observe this Code from 1 July 2001.
Corporate Entertainment and Hospitality Guidelines September 2008 pdf download (50 K) no
These guidelines provide a framework for GOCs to develop and implement their own policies to manage corporate entertainment and hospitality in line with the Government's expectations.
Corporate Governance Guidelines for Government Owned Corporations February 2009 pdf download (220 K) yes
These guidelines provide a framework for GOCs to develop, implement, review and report on their corporate governance arrangements. The guidelines set out general principles of good corporate governance, with a number of recommendations to give effect to each of the principles.
Cost of Capital Principles - Government Owned Corporations February 2006 pdf download (210 K) yes
The Cost of Capital Principles provide a framework for the calculation of cost of capital for Government Owned Corporations (GOCs). This policy paper does not apply to those business areas within GOCs which have their cost of capital regulated by an independent entity.

The main purpose of the Employment and Industrial Relations Plan is to enable GOC boards, GOC management, shareholding ministers and government to monitor and review the employment and industrial relations policies and practices of GOCs.
GOC Subsidiaries - Key Shareholder Requirements for Constitutions 2006 pdf download (35 K) yes
Increasingly, GOCs are forming subsidiaries to carry out distinct activities. The establishment of GOC subsidiaries must be approved by shareholding Ministers under Section 140 of the GOC Act. In framing Constitutions for GOC subsidiaries, the Guidelines intend to serve as a reference and facilitate shareholding Minister approval.

Investment Guidelines for Government Owned Corporations April 2003 (Updated July 2009) pdf download (205 K) yes
These guidelines define the involvement of the shareholder in GOC investment matters and identify a set of principles that underpin this involvement. In particular, the guidelines set boundaries on the geographical location, nature and scope of GOC activities. The guidelines were reviewed July 2009 to change the investment thresholds for GOCs impacted by the Ports Review. The guidelines were previously reviewed in June 2008 resulting in changes to individual GOC investment approval and notification levels and the definition of "major contracts".
Local Industry Policy: A fair Go for Local Industry 2007 CFM view no
This policy was developed to ensure local industry is given fair and reasonable opportunity to be considered for major project work being undertaken in Queensland. The policy has particular requirements for GOCs, such as annual reporting to the portfolio Minister on local industry involvement in projects over $5 million and the preparation of an Industry Participation Plan for projects also valued over $5 million.

Purchasing Carbon Offsets for Queensland Government Air Travel October 2008 pdf download (20 K) no
This policy requires Government owned corporations to purchase accredited carbon offsets for all air travel.
QFleet ClimateSmart Policy April 2008 pdf download no
This policy requires Government owned corporations (GOCs) that utilise QFleet to source more environmentally friendly vehicles and reduce the total carbon dioxide emissions of their QFleet fleets. As far as possible GOCs should also apply the policy guidelines to their entire fleet including vehicles sourced from non QFleet providers.
Queensland Port Government Owned Corporations - Local Government General Rates Equivalents Regime: Guidelines for Assessment, Collection & Payment* June 2000 pdf download (30 K) yes
The Queensland Government decided on 10 May 1999 to establish a regime for the collection of general rates for strategic port land in commercial use by port GOCs. Local government general rates equivalents on strategic port land in commercial use took effect for port GOCs from 1 July 1999.
State Purchasing Policy 2000 html view no
The State Purchasing Policy requires Government agencies to use their purchasing activities to advance Government priorities, achieve value for money, and ensure probity and accountability. Cabinet decided that all GOCs should comply with the SPP. Statutory GOCs automatically comply with SPP by virtue of provisions contained in the Financial Management Standard 1997. Company GOCs, however, do not.
